Joe Hackney, Senior Development Director

His specialized talents in technology, project management and leadership are paired with proven state and federal licensure experience with projects from conception to completion.
His broad, hands-on construction experience in a wide range of markets and project delivery methods allows him to better advise and collaborate with clients and business partners through the design and construction phases of their projects. With an acute understanding of design management, construction management, permitting, market analysis, site selection, and tenant fit out within healthcare and mixed-use environments, Joe lends his extensive experience in leading behavioral health development projects to include consensus building, regulatory and local agency coordination, conceptual planning, master planning, project entitlements, and financing.
Prior to joining Anchor, Joe held key leadership roles within JE Dunn Construction and Skanska USA Building specializing in value engineering and constructability services for successful pursuits in the healthcare, and commercial office sectors.

Richard brings over 30 years of C-Suite experience to healthcare providers seeking strategic vision, operational excellence, and strong financial performance in the behavioral healthcare space. He has served as President and Chief Executive Officer of a national healthcare company, a hospital CEO, and founder of consulting firms in the United States and Costa Rica. His expertise in strategic planning, business and organizational development, finance, and leadership training, has helped over 200 hospitals and healthcare systems across the US achieve their community and business goals.
Richard holds an MBA degree from the Graduate School of Business, University of Pittsburgh; an MSW degree from the Graduate School of Social Administration, Temple University; and a BA in International Affairs from The School of Public and International Affairs, The George Washington University. He currently serves as an Affiliate Clinical Instructor in the Department of Health Administration, College of Health Professions, at Virginia Commonwealth University.
He speaks at conferences and universities on topics that include healthcare economics, healthcare policy and politics, and the value of behavioral health integration.
